Notes:

Summary (as of February'19): Tier rank: 1.5/5 (Uh-oh). Look, just super evolve him ASAP to get a good unit. In the pre-SE form Cora is just obsolete.

Captain ability: Weak (2/5). Cora was good for clearing forests or just slow healing grind, as one of the first heal legends. Many units do it better now, including his SE form.
Special: Weak (2/5). Heal+reduce some bad effects. Not bad, but again, his SE is just superior.
Limit Break Ok (3/5). Get Cora LB quickly to level 8 (Sailor Ability: Reduces Paralysis duration by 1 turn - quite useful). The rest is nice, but not as much of a priority.

Detailed review and other notes

Widely used in the past tandem with LL or as a zombie team captain for clearing forests. Today, his SE form sees a good amount of use, but pre-SE is just too weak for newer content.
Often considered one of the weakest legends due to a niche captain ability and a weak special for a legend, but has good stats and sockets to counterbalance. Overall, he is not a bad legend - he is just very specialized, good for some slow stalling strategies. Not good for any speed content clears.

Cora is a rainbow captain, so put your best units, regardless of type/class.
