Notes:

Summary (as of November'19): Tier rank: 3.5/5 (Above average). Decent sub but underwhelming captain.

Captain ability: Below average (2/5). Only a 2x ATK boost and limited due to class restrictions. Sure, can end up with 4x boost and also has nice HP boost, but overall, one of the weaker legend captains out there.
Special: Very good (4.5/5). 30% health cut with two other effects, chain lock is always nice and special bind reduction is situational but useful.
Limit Break Above-average (3.5/5). Reduces Silence duration on this character by 20 turns is relatively unique and further reinforces his role as a sub rather than a captain. Barrier penetration is nice, as is the Boosts base ATK, HP and RCV of all characters by 75 stat boost for the team.

Detailed review and other notes

Similar Captain ability as Log Luffy but with some benefits and also some drawbacks that Luffy doesn't have and like Luffy, he probably won't see much use as a captain (prediction made upon his release and confirmed a year+ later).
Great type, classes, sailor abilities, and special (FS/PH are two of the most used classes and the combination gathers strong character's like Monkey D. Luffy: Gear Four Enemy of the Gods, the newly added LogAce, or the good old Jabra CP9's Strongest (as of April 1st, 2019, no tricks here ;-))
His guaranteed 30% healthcut and chainlock at a 3x multiplier are exceptional and unique in this combination at a 14 turn cd after limit break. (separately there are a few character's with a lower cooldown, and one with an also greater lock at 9 turns, Golden Tesoro)
- The chainlock on a 10 turn cd for stage 1 is the second best you can get so far as of early 2019.
