Notes:

Summary (as of March 2019): Tier rank: 3.5/5 (Above-average): An already solid character made even better by the addition of a chain multiplier and high damage to his special as well as an extra increase in base ATK boost to his Captain Ability.

Captain ability: Average (3/5). Vulnerable to pre-emptive attacks which reset you to 2.25x.
Special: Very good (4/5). Even if you don't need the niche but useful extra duration on your effects, he is great for clearing mobs and his 2.5x chain multiplier is nice too (through some newer units provide 3x or higher)
Limit Break: Very good (4/5) Kuzan gets two great abilities: 1) Makes QCK orbs beneficial for this Striker and Shooter characters and 2) Barrier Penetration, both of those are very nice to have on many teams.

Detailed review and other notes

Unfortunately, the preemptive attacks some enemies do in the game count as a turn where you didn't defeat an enemy, meaning you'll have to do a soft reset to keep the higher boost.
Kuzan is a great captain on paper, but the above problem makes him not that good in practice. But he is a great sub for many teams, as his special received a really great upgrade.

As a rainbow captain, you can use your favorite characters here
Despite the flavor, Aokiji's Bicycle is often sub-par choice for him as it limits your team to Strikers only. Many other ships may be better.
