Notes:

Summary (as of September'19): Tier rank: 3.5/5 (Above-average). Pre-SE Lucci v2 is is a good captain and sub, through not particular OP anymore.

Captain ability: 4/5 (Good). 3x ATK boost with potential to go up to 4x is good even now, through some newer PH captains offer an even bigger damage output.
Special: 3.5/5 (Above average). Matching board is always good, situational mob clear, minor heal and def-down are a cherry on top.
Limit Break Average (3/5). Pinch Healing, Slot reduction, paralysis immunity for self (as a SA). Not bad, through nothing particularly great here.

Detailed review and other notes

Great legend Powerhouse captain/sub when released. Still solid after almost two years, through as usual, newer legends tend to be a bit more OP.
The Zunesha ship synergizes well with him, making it much easier to land PERFECT strikes and stack his ATK boost
His SE is a side-grade, as he becomes a Shooter focused unit instead of Powerhouse one
