Notes:

Summary (as of November'19): Tier rank: 4/5 (Very good). Decent captain but a very solid sub.

Captain ability: Good (4/5). 3x-4.25x ATK boost good, particularly as it is relatively easy to achieve the 4.25x for all units, but being limited to just 3 classes is not ideal (but hey, it's still better than a single class booster).
Special: Very good (4.5/5). 2.25x boosts are the best in the game so far.
Limit Break Good (4/5). " Makes TND and RCV orbs beneficial for Fighter, Shooter and Free Spirit characters" is always nice, plus Barrier Penetration is a very helpful ability.

Detailed review and other notes

Since Sabo boosts Free Spirit characters but isn't one himself, any free spirit boosters you put with him should either be rainbow boosters or boost either fighter or shooter as well as free spirits.
Most 2.25x boosting specials are limited to just one class, so being able to boost 3 separate classes makes him very versatile.
Because you have to defeat at least one enemy to avoid losing the increased ATK boost from his Captain ability, any stalling you need to do should be done in the earlier stages. You need to take out at least 1 enemy in each of the last 5 turns prior to reaching the boss stage in order to have the full 4.25x ATK boost from his captain ability.
Preemptive and revive effects from your opponents doesn't cause you to lose any accumulated boost.
