Notes:

Summary (as of November'19): Tier rank: 4.5/5 (Very good). A strong captain and sub with a unique and fun ability.

Captain ability: Good (4/5). 2.75x ATK boost is not much, but Brook is a defensive captain with a unique revival ability that can come in handy in some situations.
Special: Very good (4.5/5). Several nice effects including an auto-kill.
Limit Break Good (4/5). "Makes RCV and TND orbs beneficial for all characters" is a very nice sailor ability.

Detailed review and other notes

As of the time of his release, he is the only character that allows you to be revived after being defeated. It works the same way as when you use a Rainbow Gem to revive, but without having to spend a rainbow gem, and it only works once. If you also have a legend Brook friend Captain, you can revive a second time.
- Revive will clear ALL buffs and debuffs on your team. That includes things like 99+ RCV binds and anything else affecting the team.
It is difficult to stall with Brook, as his end of turn health cut will eventually kill everything. Effectively each Brook captain acts as at least one more point of damage (combo) when trying to stall on turtles and such.
A new take on zombie teams. Can be paired with a zombie captain and a ship like Rocketman to clear battles that were previously not zombiable due to some gimmicks like double-triple attacks etc.
- Due to his low damage output, consider putting Legend Enel on his team, and charging him with Legend Shirahoshi or similar healing subs. This strategy is particularly viable in zombie teams, where you can just keep taking hits while charging Enel's special, and in the meantime, your opponents get a health cut every turn from Brook's CA.
