Notes:		Doubling ATK is the strongest boost possible, so - yes, he is good. Despite his weak stats, his special makes him a common feature on PSY burst teams. That said, he cannot be used with Usopp Usopp Golden Pound, so a PSY team design often has to chose - better time delay, or better burst. He can be replaced by Kami Eneru (1.5x boost, 15 CD). One of the few characters from the early days of OPTC that annoyingly has a special that's different from his unevolved version, so feeding his unevolved version to this one has no chance of a skill-up :(
