Summary (as of September'19): Tier rank: 4/5 (Very good). Strong captain and useful sub.

Captain ability: Very good (4.5/5). 4x ATK boost for most of the crew plus HP increase and damage reduction. What's not to like?
Special: Good (4/5). Doubles slot effects for everyone, plus related effects. Only the slot randomization is a bit RNG dependent.
Limit Break Average (3/5). Forgettable abilities and the usual stat boosts.

Detailed review and other notes

A top tier captain, especially if you have the entire Vinsmoke family (excluding Sanji) on your team. His reliance on five specific RRs is a bit annoying, though. You don't need all of them all the time, but it is his default setup.
If his random orb shuffle doesn't work, remember you can restart the app and use specials in different order, hopefully getting a proper matching board
His super evolution is a sidegrade; ideally you want both. The SE version is a bit stronger, but there are times his pre-SE version is a better fit.

start with pre-SE Vinsmoke Ichiji Science Military Germa 66, Vinsmoke Niji Science Military Germa 66, Vinsmoke Yonji Science Military Germa 66, and Vinsmoke Reiju Science Military Germa 66. Mix and match with other units as needed; remember that their post-SE versions are not as good for pre-SE Judge as their pre-SE ones!
